When waters freeze they do so from the top layer and work their way deeper depending on how low the temperature is. Here, after the crust or ice were formed the aquatic plants below the surface continued to release their natural product that ordinarily would simple escape, bubbling up to the surface. Once the crust of ice has formed though these bubbles have nowhere to go, trapped in the next layer of ice until the weather warms up and releases them. Causing this most interesting effect.
